The Sino-Japanese Dispute

The situation which led up to the events of September 18th, 1931, presents certain special features. It was subsequently aggravated by the development of the Japanese military operations, the creation o the "Manchukuo Government" and the recognition of the "Government" by Japan. Undoubtedly the present case is not that of a country which has declared war on another country without previously exhausting the opportunities for conciliation provided in the Covenant of the League of Nations; neither is it a simple case of the violation of the frontier of one country by the armed forces of a neighboring country, because in Manchuria there are many features with out an exact parallel in other parts of the world. It is, however, indisputable that, without any declaration of war, a large part of Chinese territory has been forcibly seized and occupied by Japanese troops and that, in consequence of this operation, it has been separated from and declared independent of the rest of China.

It should be pointed out in connection with these events that, under Article 10 of the Covenant, the Members of the League underake to request the territorial integrity and existing political independence of all Members of the League.

While at the origin of the state of tension that existed before September 18th, 1931, certain responsibilities would appear to lie on one side and the other; no question of Chinese responsibility can arise for the development of events since September 18th, 1931.

China has an ancient civilization which is now undergoing a very rapid process of change. The traditional civilization of China had developed in almost complete independence of Europe, and had merits and demerits quite different from those of the west. It would be futile to attempts to strike a balance; whether our present culture in better or worse, on the whole, than that which seventeenth century missionaries found in the Celestial Empire is a question as to which no prudent person would venture to pronounce. But it is easy to point to certain respects in which we are better than old China and to other respects in which we are worse. If intercourse between Western nations and China is to be fruitful, we must cease to regard ourselves as missionaries of a superior civilization, or, worse still as men who have a right to exploit, oppress, and swindle the Chinese because they are an " inferior" race. The golden rule of my life has been moderation and not excess. I eat and drink all that I require and nothing more. When I have finished eating, I stop. When I want some more, I go on again. And I follow the same practice in regard drinking.

In my business hours I avoid fatigue. I do this by not doing too much work. When I feel that I am working too hard, I stop for a little while and read a book, or go and talk to somebody, or buy a paper at the corner. Thousands of men are living in England at the present moment who adopt this rational plan.

There should be moderation also in pleasure. Not more than half a dozen dinner-parties, dance theatres, cinemas, or ping-pong tournaments should be attended in a single week.

Sleep is another important consideration. I do not find that I keep my health if I sleep for more than fifteen hours or less than four. I am referring now to sleep at night time. During the daytime I rarely sleep except in train or for a few moments after lunch at the club.

My life, then, follows a calm, unruffled routine. I am often tempted to wonder whether any of my exact contemporaries has up to the present moment lived longer than I.

Latin American has only been able to borrow from Europe approximately $ 200,000,000 in the whole of the last eight years since the Great War.
